The New York State Deferred Compensation Board is seeking proposals from financial organizations to provide active U.S. equity management services for investment options within the State's Deferred Compensation Plan for Employees of New York and other participating jurisdictions. The solicitation, originally due earlier, has been extended to May 8, 2024, with proposals accepted until 5 PM Eastern time. The plan includes various active equity categories such as large cap core, large cap value, large cap growth, small cap value, small cap growth, and SMID cap, each benchmarked to relevant indices like the S&P 500, Russell 1000, Russell 2000, and Russell 2500. The selected managers must ensure their portfolio construction aligns closely with these benchmarks, exhibiting minimal style or market capitalization drift. The process allows for proposals from mutual funds, collective investment trusts (CITs), or other daily liquid pooled vehicles eligible for the plan, but not from separately managed accounts. The contract, potentially lasting up to ten years, covers all counties in New York State and involves entities that have not previously held similar contracts within the past five years. The solicitation emphasizes inclusivity, with no specific set-asides for service-disabled veteran-owned businesses or minority-owned subcontracting goals. The contract aims to enhance the plan's investment options and is part of a broader effort to ensure compliance with applicable regulations under the Internal Revenue Code and State Finance Law.
