Solicitation HSCG85-17-R-P45642, issued by the Department of Homeland Security's Sflc Procurement Branch 2, is a small business set-aside for the USCGC HEALY Air Conditioning Plant Recapitalization. The project involves the procurement of three new HFC-134a water chiller units with a minimum refrigeration capacity of 75 tons. These units must adhere to strict modular construction constraints for shipboard installation, specifically requiring a maximum skid width of 39 inches. The procurement is governed by technical specification P-514-0645 and must comply with various military and commercial standards, including ASHRAE, ASME, ASTM, and IEEE. The contract includes four distinct contract line item numbers covering the chiller units, packing and shipping to Seattle, Washington, data requirements, and necessary testing and inspections. Awardees are required to follow SFLC standard specifications for the preparation of technical publications and as-built working drawings, ensuring all documentation meets MIL-STD-38784A and AutoCAD standards. The procurement process included multiple amendments to clarify technical requirements, such as the denial of oil-less centrifugal compressors and the confirmation of specific dimensional constraints.
