Full Description

The Coast Guard is planning to procure two new anchor windlasses assemblies and their associated major spare part sub-assemblies to replace the obsolete anchor windlasses on USCGC HEALY located in Seattle, Washington. The HEALY requires two anchor windlass assemblies, one configured for port and one configured for starboard installation. The assemblies shall include the complete mechanical assembly including the capstan head, gypsy head, gearcase, mechanical/hydraulic brakes, hydraulic motor, brake control stands, centralized greasing system and interconnecting components. This procurement does not include installation of the equipment but does include limited technical support by the Contractor to the United States Coast Guard (USCG) to ensure that the equipment is installed correctly and functions correctly. The anchor windlasses must meet the design and safety requirements of 46 Code of Federal Regulations (CFR) Subparts 58, 111, and 113; the International Maritime Organization (IMO) Safety of Life at Sea (SOLAS); and the American Bureau of Shipping (ABS). The Vendor shall supply Provisioning Technical Data (PTD) that includes certified technical manuals and drawings describing the system controls to the United States Coast Guard (USCG) with sufficient information to produce installation drawings. The Vendor shall also supply Engineering Data for Provisioning (EDFP) on the system and components concurrent with the delivery of the equipment to allow the USCG to produce maintenance procedure cards (MPCs) and other logistical support documentation. Engineering data shall also include the PLC code (where applicable) for operation of the system. The Vendor shall conduct a factory acceptance test of the system and shall provide on-site technical support for training, system testing, commissioning, and certification. The Vendor shall provide a maintenance parts lists and a recommended onboard repair parts (OBRP) list for all components.
