Solicitation # FA890326SC001
The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO) under solicitation FA8903-26-S-C001. This full and open, blanket solicitation runs from September 1, 2025, to August 31, 2030, and is designed to competitively procure innovative commercial items, technologies, and services. The program utilizes a streamlined acquisition process authorized by DFARS Subpart 212.70, allowing for awards via FAR Part 12 Commercial Item Procedures or Other Transaction (OT) agreements under 10 USC 4022. It is open to both traditional and non-traditional defense contractors, including small businesses. The CSO operates through a multi-stage Spiral submission process triggered by specific Area of Interest (AoI) calls. These calls address a wide range of capabilities, including AI-driven facility space planning, RF spectrum monitoring, resilient expeditionary facility prototypes, and the modernization of Civil Engineer IT systems and housing management. Initial Spiral 1 submissions typically require a five-minute solution video or a concise written brief. Proposals are evaluated based on technical approach, performance schedule, and price fairness. Successful solutions may progress through prototyping and demonstration phases, with individual awards featuring specific periods of performance and security requirements, such as Tier 1 or Tier 3 clearances for classified work.

AFTAC Commercial Solutions Opening (CSO) 2024
Solicitation # FA702224SC001
The Air Force Technical Applications Center (AFTAC) has issued Commercial Solutions Opening (CSO) solicitation FA702224SC001 to acquire innovative commercial technologies that support nuclear treaty monitoring and the counter-proliferation of weapons of mass destruction. This competitive solicitation, conducted under FAR 6.102 and DFARS Subpart 212.70, seeks solutions across eight specific topic areas: geophysics and seismology, atmosphere and space, directed energy weapons, nuclear and nuclear-related materials analysis, materials modeling and analysis, enterprise-wide integration and architecture modernization, enterprise asset and lifecycle management improvements, and high-performance secure cloud computing and DevOps solutions. Awards may be granted as traditional contracts or other transactions under 10 U.S.C. 4022, with all acquisitions treated as commercial items. The solicitation employs a two-phase selection process based on technical merit, importance to agency programs, and funding availability. In Phase I, offerors submit a quad chart and a white paper of no more than five pages for peer or scientific review. Only invited offerors proceed to Phase II, which requires a detailed technical proposal, a statement of work, and a price proposal. Proposed projects must not exceed a five-year period of performance, with an estimated start date approximately 90 days after proposal submission. Evaluation emphasizes the technology readiness level (TRL) of the proposed solution, and the government maintains strict confidentiality and non-disclosure protections for all proprietary data and source selection information.

DARPA's Commercial Solutions Opening (DCSO) for Commercial Strategy
Solicitation # HR001126RE007
The Defense Advanced Research Projects Agency (DARPA) is soliciting Commercial Solutions Proposals (CSPs) under solicitation HR001126RE007 to transition DARPA-funded research and development into practical military and civilian capabilities. A central component of this effort is the Embedded Entrepreneurship Initiative (EEI), which aims to pair technical performer teams with experienced business talent to accelerate commercialization, reduce business risk, and attract private investment. The program focuses on developing value propositions, conducting competitive and techno-economic analyses, and creating comprehensive commercialization and intellectual property strategies. Offerors may also propose an optional Minimum Viable Product (MVP) plan to demonstrate utility and market entry. The government may award either a fixed-price FAR-based procurement contract or an Other Transaction (OT) for Prototypes under 10 U.S.C. 4022. While there is no formal ceiling, DARPA highly encourages base proposals to be limited to 350,000 dollars or less to expedite the evaluation and award process. Proposals are evaluated based on their potential contribution to the DARPA mission, commercialization readiness, and price fairness, though they are not ranked against one another. Key requirements include the identification of a qualified Embedded Entrepreneur as the sole key personnel, registration in the System for Award Management (SAM), and maintenance of CMMC Level 1 certification. All proposals must be submitted in unclassified format to [email hidden] by April 30, 2027.

The Air Force Installation and Mission Support Center (AFIMSC) has established the Streamlining Procurement for Effective Execution and Delivery (SPEED) Commercial Solutions Opening (CSO), solicitation number FA8003-25-S-C001. This open, blanket CSO operates from September 1, 2025, to August 31, 2030, and is designed to facilitate the competitive procurement of innovative commercial items, technologies, and services. A notable example is the AFCEC CE IT Portfolio Optimization initiative, which seeks IT solutions to improve portfolio rationalization, cybersecurity, and data governance for the Air Force Civil Engineer Center. The CSO is a full and open acquisition available to small businesses and non-traditional contractors. Awards may be made as fixed-price contracts under FAR Part 12 or via Other Transaction Authority (OTA), with the Contracting Officer reserving the right to negotiate terms and payment conditions. The USCIS Document Management Division (DMD) manages USCIS document production including the secure identification card redesign and equipment refresh to personalize USCIS secure identification cards in a manner that assures efficiency and maximizes security. DMD requires an integrated card solution that is configurable for various immigration benefits. Card consumables will be used to produce secure identification documents, which serve as proof of adjudicated benefits or immigrant status and may allow entry into the United States. The current portfolio of secure cards produced within DMD includes the Permanent Resident Card (PRC) and Employment Authorization Document (EAD) Cards. Card printing is accomplished using laser marking technology. The production facilities are located at the USCIS CPF (Corbin Production Facility) in Corbin, Kentucky and at the Lee Summit Production Facility (LPF), Lee Summit, Missouri. This allows for a needed redundancy that will satisfy USCIS Continuity of Operations (COOP) requirements, as well as provide additional production capability as production levels have increased and potential additional immigration reform requirements. Both systems require routine maintenance and quick response repairs to ensure the steady production of the secure identification cards. The combined requirement includes: Secure Identification Document Re-design Secure Identification Document Construction Program Management Transition Support Continuity of Operations Planning and Support New Equipment Installation, Migration, and Upgrade Support Equipment Maintenance Hardware Maintenance and Repair Service Software Maintenance Support Software Release and Upgrade Support Technical Support Creation of Reports On-site Equipment Support Software integration from USCIS system to equipment Systems Operation Training
