AI Contract Overview
The USDA Forest Service is issuing a competitive Blanket Purchase Agreement (BPA) Call Order under the Land Management Integrated Resources (LMIR) BPA for tree planting services within the Grand Valley Ranger District, covering Gunnison, Saguache, Delta, and Mesa Counties in Colorado. This action is not a solicitation but a notice of intent to award a call order restricted to the 43 pre-approved contractors already on the LMIR BPA, a nationwide, multiple-award indefinite-delivery, indefinite-quantity vehicle available to all federal agencies for natural resources restoration and related services. The requirement involves planting approximately 196,800 seedlings including Lodgepole Pine, Engelmann Spruce, and mixed species across designated sites, with work to begin within seven days of notice to proceed and be completed no later than July 30, 2026. Delivery points and specific planting locations are detailed in revised project maps and a detailed information chart, with the contractor responsible for transporting and planting seedlings in accordance with strict technical standards outlined in Attachment 1 and referenced Forest Service Handbooks. Inspection and acceptance occur on-site following visual evaluation using the FS-2470-9 inspection sheet, with payment tied strictly to planting quality scores: full payment for 90–100% satisfactory trees, progressive reductions for 80–89%, and rejection for below 80%. The evaluation process follows a lowest price technically acceptable (LPTA) methodology, where technical acceptability is assessed first on a pass/fail basis, followed by award to the lowest-priced responsive offeror. The procurement is a total small business set-aside under NAICS code 115310, with no subcontracting reporting requirements specified. All quotes must be submitted via email to JoAnne Meiers by May 26, 2026, at 5:00 p.m. Mountain Time. Amendment 0001 updates the scope by removing item 0004, revising planting areas, updating maps, and extending the deadline; contractors must sign and return the SF-30 to acknowledge changes. Packaging and handling must preserve seedling viability using insulated containers, moisture-retaining materials, and protection from heat, wind, and freezing, though no formal MIL-STD or labeling standards are mandated. Special contract requirements prohibit contractors from imposing indemnification clauses, restricting government procurement rights, using government data for AI/ML training, or transferring government data outside the U.S.
