USDA Forest Service Land Management Integrated Resources BPAs Payette NF Distaster Relief Invasive Treatments

The USDA Forest Service is issuing a competitive Blanket Purchase Agreement (BPA) Call Order under the Land Management Integrated Resources BPA (LMIR) to procure invasive species treatment services within the Payette National Forest in Idaho, specifically targeting post-fire rehabilitation areas including the Lava and Limepoint fire zones. This action is governed under FAR 19.5 as a Total Small Business Set-Aside, restricted to eligible small businesses registered in SAM.gov with a NAICS code of 115310, and available only to the 59 pre-approved LMIR BPA holders. The scope includes ground-based and roadside herbicide treatments across approximately 1,107 acres, requiring strict adherence to the Payette National Forest approved chemical list, Safety Data Sheet (SDS) compliance, and use of specified container types and spray equipment. Offerors must submit a signed technical proposal via email with separate attachments, including a past performance form (limited to three projects and three pages), identification of key personnel such as a foreman and quality control inspector with experience in chemical application, proof of an Idaho State Professional Applicator’s license, spill containment and safety plans, and a detailed work plan. The proposal must include pricing for each line item—135 acres of ground treatment at Lava, 257 acres of roadside treatment at Lava, 605 acres of ground treatment at Limepoint, and 110 acres of roadside treatment at Limepoint—with all prices rounded to the nearest cent. The evaluation process includes mandatory pass/fail gates for responsiveness, technical approach, and required documentation, followed by a best-value determination based primarily on relevant past performance, experience and key personnel availability, ability to meet deadlines, and finally price as the tiebreaker. Award will not be based solely on lowest cost. Performance must begin no later than July 1, 2026, and conclude no later than November 30, 2027, with daily progress reports provided to the Contracting Officer's Representative and final documentation, including treatment records and staging area cleanup, required for acceptance. The contractor must maintain an approved Quality Control Plan, ensure all personnel have English language proficiency, and comply with federal environmental regulations including 40 CFR Part 112 for oil spill prevention. The Government reserves the right to withhold payment for non-compliant work, require rework, or terminate for cause, particularly relating to safety, quality, or environmental violations.
