USDA Forest Service Land Management Integrated Resources FNF CSE Protocols (LMIR) BPA Call

The USDA Forest Service is issuing a competitive Blanket Purchase Agreement (BPA) Call Order against the established Land Management Integrated Resources BPA to procure Common Stand Exam Data Collection services within the Flathead National Forest’s Glacier View Ranger District in Montana. This procurement is restricted to approved vendors currently on the LMIR BPA, with only 77 qualified businesses receiving the solicitation via email. The requirement is structured as a Total Small Business Set-Aside under NAICS Code 115310, ensuring participation by small businesses. The call order is governed by the base LMIR BPA terms, with any specific clauses within the call order taking precedence. Proposals must be submitted by July 13, 2026, to sm.fs.lmirbpa@usda.gov, and must include a technical proposal demonstrating detailed methods for vegetation surveys, a Quality Control Plan, a Work Plan and Production Schedule, a Worksite/Camping Plan, a Safety Plan, a list of past similar projects, and a list of proposed Key Personnel including Project Manager, Crew Lead, and Quality Control Inspectors. The work involves conducting field data collection using Common Stand Exam and Inventory and Monitoring protocols per the Region 1 Field Guide and associated appendices, utilizing Exams Mobile software and GPS systems, with deliverables including electronic and paper data, maps, and tracking spreadsheets. The performance period extends through October 31, 2026, with mandatory deadlines for specific deliverables regardless of the overall term. The Government will inspect a minimum of 10% of submitted plots per block using the Quality Assurance Surveillance Plan, and any setting rated “unacceptable” results in automatic failure of the entire block, requiring rework at the contractor’s expense or a price reduction. The contractor is responsible for implementing a Quality Control Plan and ensuring compliance with Controlled Unclassified Information (CUI) handling standards for Forest Inventory and Analysis data, all of which becomes exclusive property of the Forest Service.
