AI Contract Overview
The U.S. Government is seeking qualified small businesses to provide comprehensive stall maintenance services for the United States Park Police Horse Mounted Unit at the stable located in Jacob Riis Park, Queens, New York, under a small business set-aside solicitation numbered 140P2126Q0086. This requirement, classified under NAICS code 561730 with a $11 million size standard, is anticipated to be awarded as a Firm-Fixed Price contract with one base year and four option years, potentially extending to a six-month additional period through January 2032. Offerors must furnish all labor, equipment, supplies, transportation, and supervision necessary to perform daily stall cleaning, manure removal, aisle and turnout area maintenance, disinfection of fittings and tool rooms, and general stable upkeep in accordance with the Performance Work Statement and Quality Assurance Surveillance Plan, with 100% acceptable quality levels required for all tasks. The contract is subject to the Service Contract Act, requiring payment of prevailing wages and fringe benefits, and all personnel must undergo U.S. Park Police background checks, be legally authorized to work in the U.S., and strictly adhere to key control and security protocols, including the return of all issued keys upon departure. Quotes must be submitted electronically by May 24, 2026, to the designated point of contact, and only submissions received through email to michelle_shoshone@ios.doi.gov will be considered; no hard-copy or alternative electronic formats are acceptable. The evaluation process prioritizes experience in recognizing signs of animal illness in a stall environment, followed by contract management experience, past performance, and price, with no numerical weights assigned and selection based on best overall value through a trade-off approach rather than lowest price technically acceptable. Offerors must provide their Unique Entity Identifier and complete Exhibit A with pricing, while also submitting detailed narratives within strict page limits for experience and contract management factors. Upon award, the contractor must designate a Principal Representative and Alternate Principal Representative who must be employees fluent in English, authorized to act on behalf of the company, and available 24/7 for emergency contact. These individuals must provide full personal identification details within five days of award and are required to conduct monthly site visits, with substitutions restricted for the first 60 days and requiring prior government approval thereafter. All invoices must be submitted electronically via the Invoice Processing Platform (IPP), and the contractor must ensure all products and personnel are clearly identified as contractor-affiliated in public interactions
