The Postal Service may request additional discussions relating to a responding supplier's capabilities and qualifications to manufacture production quantities of the proposed system. The Postal Service reserves its right to assess all information received for purposes of establishing its sourcing approach for any future PCSS program. The Postal Service may identify viable candidates for a future solicitation aimed at demonstrating the design capabilities of the PCSS at USPS facilities. A purchasing team will review and evaluate information submitted by interested suppliers who timely respond to this RFI. Suppliers that are determined to have an understanding of the project requirements and the capability to meet those requirements will be placed on the pre-qualified list. Please note that this RFI does not in any way commit the USPS to make any award. Solicitation # 6HQOIG-27-A-0001

The scope of work includes providing specialized expertise to support various OIG components, such as the Office of Investigations, Office of Audit, and Office of the Chief Information Officer. Notably, the USPS OIG does not fall under the purview of the Federal Acquisition Regulation (FAR) and is not subject to standard small business set-aside rules, though it incorporates the Postal Service’s Supplying Principles and Practices. Contract types may include Time-and-Materials, Labor-Hour, or Firm Fixed Price. Suppliers must ensure personnel meet suitability determinations and adhere to strict prohibitions against possessing firearms on Postal Service property. For contracts valued at $150,000 or more, holders must comply with the Vietnam Era Veterans' Readjustment Assistance Act. Subcontracting requires prior written consent from the OIG Contracting Officer, and all work products must meet OIG quality control standards prior to payment.
