The Naval Sea Systems Command (NAVSEA) intends to issue Request for Proposal (RFP) number N00024-16-R-2305 to General Dynamics Bath Iron Works (BIW) 700 Washington Street, Bath, ME 04530 for procurement of the construction of one (1) USS ARLEIGH BURKE (DDG 51) Class Guided Missile Destroyer and associated supplies and services which are anticipated to be delivered in the Flight III configuration. The associated supplies and services consist of: engineering change proposals, design budgeting requirements, Class Standard Equipment; on-board spares and repair parts; shore-based spares; installation and checkout spares; crew familiarization, equipage; fitting out services; associated technical data and reports; special tools and test equipment for Government test and checkout; messing and berthing facilities; and production support and industrial services related to ship construction. In order to ensure shipyard workload stability, the ship construction effort will be awarded without full and open competition pursuant to 10 U.S.C. 2304(c)(3), Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services.
