AI Contract Overview
The Naval Sea Systems Command is soliciting proposals under N0002426R4428 for the FY27 Selected Restricted Availability (SRA) of the USS BOXER (LHD 4), a major maintenance, modernization, and repair effort requiring a single contractor with substantial facilities and capabilities to perform integrated shipwork on the West Coast. The work spans hull, propulsion, electrical, command systems, armament, and auxiliary systems, including modernization upgrades such as CANES integration, boiler replacements, and flight deck surface preservation, with performance scheduled to begin in February 2027 and conclude in October 2028. The solicitation is issued electronically through PIEE and mandates that all offerors be registered in SAM.gov, with access to critical attachments—J-1 through J-10, CDRLs, and S-series documents—granted only upon written request to the Contract Specialist and Contracting Officer, using the company’s Unique Entity Identifier (UEI) for verification. Due to market research indicating insufficient small business capacity, this procurement is not set aside for small businesses under FAR 19.502-2(b). Proposals are due by 19 May 2026 at 1500 EDT, following a series of amendments that incorporated FAR 52.222-90, updated work package errata and attachments, revised CLIN structures for Growth and SDVG, adjusted ship check and option exercise dates, and released responses to bidder questions from multiple gate reviews. The contractor must possess a West Coast facility with a pier exceeding 844 feet and 35 feet of water depth, capable of supporting the ship’s full suite of maintenance and modernization tasks under an integrated production schedule. While no contract type, evaluation factors, or pricing details are disclosed in the public text, the anticipated single award in August 2026 suggests a trade-off selection process based on technical capability and demonstrated capacity. All submissions must be electronic via PIEE, with no physical or hard-copy proposals accepted, and government-furnished work, AIT teams, and third-party efforts must be seamlessly coordinated under the prime contractor’s oversight.
