USS BOXER (LHD 4) FY27 Selected Restricted Availability (SRA) Request for Proposal (RFP)

A0010: The purpose of this amendment is to extend proposal due dates to 19 May 2026 at 1500 EDT. A0009: The purpose of this amendment is as follows: 1) incorporate FAR 52.222-90 into the RFP. A0008: The purpose of this amendment is as follows: 1) release government responses to post-gate Bidders Questions. Note responses to questions 273 and 278 as the work item listed have specific instructions for proposal preparation, as well as anticipated post award updates. A0007: The purpose of this amendment is as follows: 1) incorporate Errata 4 to Att. J-1 Work Package; 2) update Att. J-8 and J-9; 3) update Latest Option Exercise dates; 4) update Note E; and 5) release responses to Gate 4 Bidders Questions and provide responses to Response Pending items from Gates 1 to 3. A0006: The purpose of this amendment is as follows: (1) update proposal due date from 4 May 2026 to 15 May 2026; (2) update CLIN Structure for Growth and SDVG; (3) update Growth hours, dollar amount, and CLINs in NOTE A; (4) Incorporate Addendum 1 and Erratas 2 and 3 to Att. J-1 Work Package; (5) update Att. J-3, J-4, J-8, J-9, J-10; and (6) release responses to Gate 3 Bidders Questions and provide responses to Response Pending items from Gate 1 and Gate 2 as well as partial responses to Gate 4. A0004: The purpose of this amendment is as follows: (1) update Section L.V.A.6 Inter-port Differential; and (2) release responses to Gate 2 Bidders Questions. A0003: The purpose of this amendment is as follows: (1) update Section L.III.B website and reference request links. A0002: The purpose of this amendment is as follows: (1) incorporate Errata 1 to Att. J-1 Work Package; (2) update Att. J-3, J-4, J-8, J-9, and J-10; and (3) release responses to Gate 1 Bidders Questions. A0001: The purpose of this amendment is as follows: (1) update Section L.III.A Ship Check dates; and (2) update Section L.III.B.3 website link for requesting Missing, Restricted, and Proprietary references. The Naval Sea Systems Command (NAVSEA) issues solicitation N0002426R4428 for the execution of the FY27 USS BOXER (LHD 4) SRA. This availability includes a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, to include capable pier (for the applicable ship class) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. This availability is solicited on a coast-wide basis on the West Coast under a single solicitation, and a single contract to complete this availability is expected to be awarded to one contractor. Based on the complexity, magnitude and duration of the requirement, the Governments market research indicates there are not two or more small business concerns capable of competing for these requirements and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)). This solicitation is issued electronically via PIEE and interested parties must comply with this announcement. Interested offerors should monitor the PIEE.gov and SAM.gov pages for the release of the solicitation and any applicable amendments, thereafter. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. All responsible sources may submit a proposal, which shall be considered by the agency. This posting does not include all relevant attachments.
