AI Contract Overview
This solicitation, numbered N6264926Q0420, seeks qualified contractors to perform hydroblasting of auxiliary seawater piping and pump-out of waste water generated by the process aboard the USS CHIEF (MCM-14) at Sasebo Naval Base in Nagasaki, Japan, with performance period from August 4 to October 31, 2026. Only offerors with an active U.S. Navy MSRA/ABR Agreement in the Japan Region are eligible to respond, and those without one must submit proof of their current agreement as a prime contractor. Contractors located outside Japan must provide unambiguous documentation demonstrating compliance with DFARS 252.225-7042 regarding authorization to operate and do business in Japan; failure to meet this requirement disqualifies an offeror. Proposals must quote on all items in the solicitation to be considered, and technical acceptability is not evaluated since the pool is restricted to pre-qualified MSRA/ABR holders. Award will be made solely on the basis of lowest total price, with no other factors considered. The work must meet strict specifications including Cleanliness Level III per SECTION 505j2 of 2.6, permeability testing using SRF YOKOSUKA 4121/1, and zero allowable leakage during pressure testing, with at least four qualified operators required for hydroblasting. Invoicing must be submitted via Wide Area Workflow using designated DoDAAC codes, and payment is contingent upon availability of appropriated funds under FAR 52.232-18. Cybersecurity compliance is mandatory with current CMMC status required for systems handling Federal Contract Information or Controlled Unclassified Information, along with annual affirmation in the Supplier Performance Risk System and adherence to NIST SP 800-171. The contractor must also affirm compliance with multiple representations including prohibitions on covered defense telecommunications equipment, business with the Maduro regime or Xinjiang Uyghur Autonomous Region, foreign-made unmanned aircraft systems, and compensation of former DoD officials, while ensuring all subcontractors flow down applicable quality and security requirements. The SRF Project Manager, Mr. Henry Staggs, serves as the sole authority for inspection and acceptance.
