Utility Locate Services

The City of Mississauga is seeking an experienced supplier to provide private and public utility locate services throughout the city to ensure excavation safety and prevent infrastructure damage. In compliance with Ontario’s Underground Infrastructure Notification System Act 2012, the selected provider will handle various request types, including standard and urgent private locates, as well as Ontario Dig Authority office clears, field clears, and field marks. A critical requirement starting March 2025 is that all public locate requests within 10 metres of a Mississauga Park boundary must be serviced by the supplier. Emergency public locate requests require a response within two hours, and all completed locates are valid for 60 days. The contract is a firm and fixed-price agreement governed by the City's Standard Terms and Conditions for Non-Construction and Procurement By-law 0013-2022. The performance period runs from the date of award until November 16, 2028, with an optional two-year extension to November 16, 2030. Award is based on the lowest-compliant bidder following a three-stage evaluation of mandatory submission requirements, technical qualifications, and pricing. Qualified bidders must provide proof of membership in the ORCGA or the Canadian Association of Pipeline and Utility Locating Contractors, and site supervisors must possess at least five years of experience with DPT 100 or DPT 200 certification. Payment is issued via Electronic Fund Transfer on net 30 terms.
