The Military Surface Deployment and Distribution Command (SDDC) Acquisition Center, on behalf of the 834th US Army Transportation Battalion, intends to exercise a six-month option under FAR Clause 52.217-8 to extend the current Stevedoring & Related Terminal Services (S&RTS) contract with Ports America, Marine Terminals Corporation. This extension, from August 7, 2013, to February 6, 2014, ensures uninterrupted handling of Department of Defense cargo including loading, unloading, receipt, and management at key California ports such as Concord, Oakland, Port Hueneme, and San Diego. The extension is necessary to provide sufficient time to solicit and award a competitive follow-on contract and is based on the sole-source authority under 10 U.S.C. 2304(c)(1), as Ports America is the only responsible source able to meet the requirements without causing unacceptable delays. This option exercise will be conducted at current contract rates, adhering to the terms of the original indefinite delivery, indefinite quantity contract and the specified NAICS code 488320 with a size standard of $35.5 million. The notice clarifies this is not a request for proposals but invites written capability statements from interested parties within 15 days for market research purposes only. The Government reserves full discretion on whether to compete the follow-on action and will not compensate for any submitted information. Responses should be directed to Elizabeth Cardenas via email, but no telephone inquiries will be entertained. The contract activity is managed from Scott Air Force Base, Illinois.

NOTICE OF INTENT TO EXERCISE THE OPTION UNDER FAR CLAUSE 52.217-8, OPTION TO EXTEND SERVICES. The Military Surface Deployment and Distribution Command (SDDC) Acquisition Center on behalf of the SDDC 834th US Army Transportation Battalion (834th Trans Bn), Concord, California, intends to award a logical follow-on in the interest of economy and efficiency to an original order placed against the Stevedoring & Related Terminal Services (S&RTS) Indefinite Delivery, Indefinite Quantity (IDIQ) Contract pursuant to FAR 52.217-8, Option to Extend Services. The current contract is scheduled to expire on 6 August 2013. The contract will be extended for six (6) months for a period of performance from 7 August 2013 through 6 February 2014 to allow sufficient time to solicit a follow-on requirement. This extension will provide for continuation of uninterrupted services to 834th Trans Bn. The current contract with Ports America, Marine Terminals Corporation, covers S&RTS requirements for handling of Department of Defense (DoD) sponsored export and import cargo for the SDDC 834th Trans Bn to include vessel loading, vessel discharging, receipt of cargo, disposition of cargo, stuffing/unstuffing of cargo, intra-terminal transfer of cargo and onward movement of cargo and management expertise at operational areas of Ports of Concord, Oakland, Naval Station Ventura County (Port Hueneme), and San Diego, California. A sole source modification is consistent with the terms identified within this announcement upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This notice is being posted because the option, under FAR 52.217-8, was not previously evaluated as part of initial task order award. This optional provision will be at the current rates specified in the current order, as allowed by FAR 52.217-8, and will extend performance. This option exercise will further allow for solicitation, evaluation, and award of a competitive follow-on procurement. The incumbent contractor is the only responsible offeror for this option as the Government would experience unacceptable delays in fulfilling agency requirements if this optional provision is not executed before the current order expiration date of 6 August 2013. The NAICS code for this requirement is 488320 with a size standard of $35.5M. This notice is not a request for proposals. Telephone inquiries will not be entertained. However, the Government will consider responses from all responsible sources received within 15 days of this posting. Written responses must include sufficient information to establish capability to fulfill the requirement in the timeframe required.
