V--VAPHS Taxi Service 4/1/12 - 9/30/12

The VA Pittsburgh Healthcare System, comprised of three medical centers in the Pittsburgh, PA area (zips 15215, 15240, and 15206) intends to negotiate on a sole-source basis with Yellow Cab Co. (Yellow Cab of Pittsburgh), 1101 Beaver Ave., Pittsburgh, PA 15233, under FAR 6.302-1, only one responsible source, for the purchase of as-needed taxi service for VA patients and eligible beneficiaries, for the period 4/1/12 thru 9/30/12. NAICS for this procurement is 485310. Size standard is $7 million. The Government believes that Yellow Cab is the only PUC-licensed source capable of meeting the Government's requirements, because it is believed there are no other authorized cab companies in the Pittsburgh, PA area capable of providing the level of service required- estimated at @ $6K/mo. This notice of intent is NOT a request for competitive proposals and a solicitation package is not available. Responses to this notice, if any, must show clear and convincing evidence that competition is attainable and more advantageous to the Government and must be received by the Contracting Officer, by email, no later than 2/27/2012 at 10am. A determination not to compete this proposed contract action is solely within the discretion and authority of the Government. No reimbursement for any costs associated with providing capability statements will be provided by the Government.
