The Department of Veterans Affairs intends to issue a solicitation for Wheelchair Van Transportation Services at the Washington DC VA Medical Center under solicitation number 36C24526Q0301. This pre-solicitation notice announces a five-year, Firm Fixed Price, Multiple Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), verified through the SBA database and VETS4212 enrollment. The contract will require 24/7 availability of non-emergent wheelchair transportation services, encompassing patient transport to appointments, emergency visits, admissions, and return of VA staff and equipment within the DC metropolitan area, including affiliated outpatient clinics. Vehicles must accommodate special requirements such as oxygen support and must comply with VA infection control protocols, including PPE and sanitation standards consistent with CDC guidance. Drivers and personnel must meet stringent qualifications including valid licensing, background checks with favorable adjudication by the VA Office of Security and Law Enforcement, compliance with HIPAA, and mandatory training. The performance standards emphasize timely service delivery with a 97% on-time pickup criterion, strict incident reporting requirements, and 95% compliance in vehicle maintenance and invoicing accuracy, monitored through a detailed Quality Assurance Surveillance Plan (QASP). Invoicing will be managed electronically via VA-approved platforms such as the VetRide Vendor Portal or Tungsten Network, with precise documentation standards. Offerors must be registered in the SAM database prior to award and submit capability statements addressing business qualifications, experience, licensing, and cost estimates. The evaluation process is inferred to follow a Lowest Price Technically Acceptable (LPTA) methodology, where compliance with the Performance Work Statement and representations regarding SDVOSB status, labor standards, and personnel qualifications are critical. Contract administration and points of contact are centralized at the VA’s VISN 5 Contracting Office in Linthicum, Maryland, with Dan Feng Lu serving as the primary contract specialist. This pre-solicitation serves as a market research and awareness notice, with no response required until the formal solicitation is issued.
