The Virginia Army National Guard is conducting market research through a Request for Information (RFI) with solicitation number W912LQ26QA026 to assess industry capabilities in recruiting and retention marketing services. This RFI is not a solicitation for proposals or quotes and does not commit the U.S. Government to any future contract award. Respondents are asked to complete a questionnaire detailing their ability to deliver a full suite of digital marketing, analytics, training, and administrative services, including managing a digital asset management system, creating and deploying 250 digital business cards and 500 QR codes, performing GIS-based market research and producing custom geographic maps, optimizing recruiting location listings across 80+ directories, executing email and SMS campaigns, providing monthly KPI reporting and annual ROI analysis, conducting in-person and virtual training sessions, and assigning a dedicated program manager and point of contact for weekly coordination. All responses must be submitted via email to curtis.l.gardner6.civ@army.mil by May 20, 2026, using the provided questionnaire format, which consists of mandatory yes/no capability statements without any scoring or weighting system. The RFI is issued under NAICS code 541613 for Advertising, Public Relations, and Related Services, with no set-aside designation, and no cost reimbursement is provided for response preparation. Responses are voluntary, non-binding, and will not be returned; they will be used solely for market research to inform potential future solicitations. The primary place of performance is Blackstone, Virginia, with additional activities expected in Richmond, Virginia. Respondents must include their SAM Unique Entity Identifier and indicate whether they qualify as a small business under the $19 million size standard, though no socioeconomic certifications are solicited. No contract clauses, pricing data, payment terms, inspection criteria, or delivery schedules are included, as this document serves only to evaluate industry capacity and does not advance to an acquisition phase without further action.

It is important to note that this RFI is not a Request for Proposal (RFP) or Request for Quote (RFQ). This RFI is issued for market research purposes only. It does not constitute an RFP, RFQ, or a promise to issue an either in the future. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this RFI is voluntary. The information, data, comments, or reactions obtained may be used as research for a future solicitation. Respondents will not necessarily be notified of the results of the review from this RFI. All submissions will be used for review in the context of this RFI or related potential future solicitations and will be held and used for these purposes only. Submissions will not be returned to the respondent.
