The United States Coast Guard’s Aviation Logistics Center intends to procure through a sole-source award under Basic Ordering Agreement SPE4A1-22-G-0005 specific aircraft components for the MH-60T helicopter fleet from Sikorsky Aircraft Corporation, the sole authorized Original Equipment Manufacturer with Cage Code 78286. The procurement, identified by solicitation number 70Z03826QJ0000116, involves four units each of three distinct parts identified by NSNs and part numbers, all of which are exclusively available from Sikorsky due to proprietary technical data, certification requirements, and integration needs. The acquisition is authorized under FAR 12.102(a) as a non-competitive action, with no small business set-aside in effect, and is unrestricted. Delivery is required within 200 days after receipt of order, with a required delivery date of November 30, 2026, and shipments must be F.O.B. Origin. Inspection and acceptance will be conducted by the Defense Contract Management Agency at the supplier’s facility, and early deliveries are encouraged at no additional cost. The closing date for submissions has been extended multiple times, culminating in a final deadline of May 14, 2026, at 2:00 PM EDT, with responses submitted via email to designated addresses and including the solicitation number in the subject line. Attachments listing the items and the redacted justification for other than full and open competition are central to the submission. While the contract is structured under a Basic Ordering Agreement, no unit prices or total estimated value are disclosed, and award will be based solely on a determination of fair and reasonable pricing. Certain FAR representations and certifications typically required in acquisition systems are explicitly not considered or enforced in this procurement, including provisions under 52.212-3, 52.212-5 Alternate II, and 52.213-4, despite their presence in SAM registrations. The NAICS code is 336413 with a size standard of 1,250 employees, and the Product Service Code is 1680. No packaging, marking, preservation, or barcoding specifics beyond F.O.B. Origin designation and NSN/part number labeling are prescribed, and formal evaluation factors, weights, or technical scoring criteria are inapplicable due to the sole-source nature of the transaction.
