Various Mailers

The United States Government Publishing Office, acting for the Small Business Administration Denver Finance Center, is soliciting bids for a single-award contract to provide high-volume print and mail services. The scope of work involves the production and distribution of various mailer packages, including notices, Courtesy Return Mail envelopes, and mail-out envelopes used for loan program payment notifications and yearly IRS reporting. Required operations encompass electronic prepress, printing, variable imaging, binding, construction, assembly, and nationwide distribution, including U.S. territories and occasional foreign locations. The contract includes an option to extend the term for 12-month periods, with a total duration not to exceed five years, and provides for economic price adjustments starting March 1, 2027. Award will be based on the lowest bid calculated from a schedule of prices applied to estimated annual production units. Performance requirements are stringent, with production and mailing deadlines of one workday for volumes up to 50,000 mailers and two workdays for volumes exceeding 50,000. Technical specifications require the use of CASS for address accuracy, Intelligent Mail Barcodes, and specific Facing Identification Mark (FIM A) standards. Quality is governed by GPO Publications 310.1 and 310.2, with printing and finishing attributes set at Level IV. Due to the nature of the data, contractor personnel must obtain security background clearances from the SBA Office of Inspector General and adhere to the Privacy Act of 1974. Invoicing is processed through the ordering agency and submitted to the GPO, with a preference for electronic submission via the GPO fax gateway.
