Seascape Newsletter Printer

The City of Santa Monica is seeking a contractor for the printing and mailing of its biannual Seascape newsletter. The scope of work includes the production of approximately 62,250 booklets per edition to be mailed to all city addresses, as well as the delivery of 1,000 English and 500 Spanish copies to City Hall. The contractor is responsible for procuring the mailing lists for eleven zip codes and creating ADA WCAG 2.1 Level AA compliant digital flipbooks in both English and Spanish. The newsletters must be printed on 100% recycled, 28 lb uncoated 8.5 by 11 inch paper with bleed. The contract follows an April-October-April annual cadence, starting in April 2027 and continuing through October 2030, with a required production and mailing turnaround time of two weeks from the receipt of final design files. Bids are due by December 2, 2026, and must be submitted electronically via the City's Online Vendor Portal. Award decisions will be based on the best bidder, evaluated on pricing, availability, experience, references, and the scope of the manufacturer's warranty. Selected vendors must maintain comprehensive insurance, including CGL policies with the City as an additional insured, and provide a payment bond. Compliance requirements include certifications regarding non-discrimination, federal debarment, and adherence to Section 504 of the Rehabilitation Act of 1973. Payment terms are net thirty days unless a discount is specified.
