The Naval Air Systems Command (NAVAIR), through its Air Combat Electronic Program Office (PMA209), plans to issue task orders under an existing Basic Ordering Agreement with Rockwell Collins Government Systems for various activities related to the ARC-210 radio. The tasks include conducting a built-in test demonstration to accurately detect faults in the RT-1939(C) ARC-210 radio, performing environmental tests to evaluate the radio's shock and vibration resilience when hard mounted in aircraft bays, and supplying integration kits for technical assessment of the radio’s migration impact on platform laboratories. Additionally, Rockwell Collins will implement planned upgrades to incorporate revised UHF satellite communication protocols into multiple ARC-210 radio models and conduct a feasibility study for adopting specific military standards in these radios. Rockwell Collins is the sole developer and provider authorized to perform these tasks due to its proprietary rights over the ARC-210 radio. The scope encompasses all program management, engineering, hardware and software development, testing, and data deliverables necessary to support the effort, with a performance period extending through May 31, 2011. Procurement will follow a justification for sole-source acquisition under federal regulations, reflecting the unique capability of Rockwell Collins to meet the government’s specific requirements. The work will be performed in Cedar Rapids, Iowa, with oversight and coordination managed by NAVAIR from Patuxent River, Maryland.
