The City of Plano is seeking proposals for a comprehensive project to replace and upgrade vehicle detection systems at 278 signalized intersections across the city, involving 242 cabinet locations, some of which control multiple intersections. The contract is set for an initial one-year term with an estimated value of approximately $4.22 million, covering the upgrade of about 120 cabinets. The city has the option to extend the contract for up to two additional renewal periods, each estimated at $2.11 million, potentially bringing the total project cost to around $8.44 million if all renewal options are exercised. The project timeline spans three years, with the city planning to complete upgrades at roughly 60 cabinets in each renewal period, subject to the city's discretion to extend or terminate the contract. Proposal submissions are primarily expected to be made electronically via IonWave, with in-person submissions available by appointment. All responses must be received before the deadline of April 7, 2025, at 2:00 PM CT, with late submissions not accepted. The bid opening will occur on April 8, 2025, at the Municipal Center, where the names of offerors will be announced, and tabulations will be posted online within 48 hours. The process emphasizes electronic communication and response submission, urging bidders to ensure their files are viewable and complete, as non-compliant responses may be deemed non-responsive. Tabulations for these solicitations should be available on IonWave within 48 hours of the opening. In some cases, they may be available earlier. We ask that you limit exposure by viewing tabulations electronically through IonWave, rather than attending at the Municipal Center.
Time Critical Bid/Proposal Deliveries: The City of Plano cannot guarantee, due to internal procedures, that any bids/proposals sent via US mail will be picked up and delivered by the closing date and time. It is recommended that critical bid/proposal deliveries be made either electronically through IonWave or in person as described above. It is further recommended that users review all electronic response attachments to ensure the uploaded files are able to be downloaded and viewed. Instructions for this, if needed, can be found in the Supplier Bid Response Quick Tutorial online in IonWave or by calling IonWave Support at +1 (555) 000-0000. Responses or parts of a response whether hardcopy or electronic that cannot be viewed may deem your submittal as non-responsive. In addition, the City reserves the right to request clarification in such cases.
