Contract DIR-CPO-6205 is a Master Cooperative Contract between the Texas Department of Information Resources and OneRain, Incorporated for the provision of Flood Early Warning Systems (FEWS) technology solution products and related services. The contract provides state and local governments, public education entities, and other public agencies in Texas and outside the state with access to the AEM/OneRain SaaS enterprise software platform. This platform serves as a central command center for monitoring and responding to environmental risks such as floods, wildfires, and severe weather by unifying data from rainfall sensors, water levels, and cameras into actionable insights. The scope of the agreement encompasses four primary categories: hardware products, software products, services, and turnkey solutions. Hardware offerings include LT1 dataloggers with GOES transmitters, StormLink ALERT2 HydroMet controllers, sensors, rain gauges, sirens, and equipment from Geolux, Keller, and R.M. Young. Professional services include site surveys and maintenance. The contract is established for an initial two-year period with optional renewals. Pricing is structured via a pricing index featuring MSRP discounts for software and hardware, as well as tiered volume discounts based on annual spend. Compliance requirements include adherence to TX-RAMP for cloud services, WCAG 2.1 AA accessibility standards, and the Texas Public Information Act. The contractor is also required to maintain a Historically Underutilized Business (HUB) Subcontracting Plan. Award selection was based on a best-value trade-off method evaluating pricing, respondent history, and the marketing and customer support plan. Resellers are not permitted to use this contract.
