The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting an Indefinite Delivery Indefinite Quantity (IDIQ) type contract for Very Small Aperture Terminals (VSAT) satellite communication system bandwidth services for operating a network and voice communication on all NOAA ships twenty-four hours a day, seven days a week and three-hundred sixty-five days a year. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): Summary of Contractor Line Items (CLINS) Include but are not limited to: 1. All Inclusive Services for Bandwith and Maintenance, Collocation of a NOAA network terminus at the earth-station for connectivity to the NOAA Network Operations Center (NOC) in Silver Spring, Maryland), 2. Satellite bandwidth for up to 24 NOAA vessels and 5 land-based VSATs in an iDirect network , System Maintenance, Repair and Support Supplies and Services, including services of Original Equipment Manufacturer (OEM) certified technicians, OEM technical and engineering support services, equipment, tools, supplies and materials , 3. System Installation Services, 4. Provide satellite coverage of the global fleet Area of Operations, Provide "All In" Fleet support, including unlimited NOC, telephone and email support for operations and maintenance and all materials, services and related costs for maintenance and repair services, 5. Provide Training services to implement and support VSAT systems on NOAA vessels and selected shore facilities, 6. Earth Station teleport and iDirect network hub and support 7. Additional Services, 8. Turn-Key System Supply, 9. Transition Plan The period of performance will be 4 years. This procurement is being issued as a Total Small Business Set-Aside. The applicable NAICS is 517410 with a small business size standard of $30 million. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 12 and FAR Part 15; the RFP will be issued on or about September 30, 2013 with proposals due on or about October 30, 2013. The anticipated award date is January 6, 2014. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal will be most advantageous to the Government, considering factors such as the technical approach, past performance and price as specified in the solicitation. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments.
