This announcement is for informational purposes only. The Federal Bureau of Investigation intends to negotiate a contract on a sole source basis to Tangibe Software, Inc. (Tangible), 6701 Democracy Blvd, Bethesda, MD 20817, under the authority of FAR 6.302-1 for Vidar Operations and Maintenance. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-30. North American Industry Classification System (NAICS) is 541330. A quote is being solicited under Solicitation No. D20002778. This will be a cost plus fixed fee contract. Tangible possesses unique expertise and knowledge of the application software and past software releases. Continued timely operations and maintenance support for BACE as it transitions to Vidar is essential to meet the FBI's mission. The change to a new contractor at this point in time would unnecessarily stop all current upgrade work and would require another 6-9 months to bring another contractor to the level of understanding and expertise. This notice of intent is not a request for competitive proposals. If any interested party would like to be considered for award, please submit a written statement indicating your interest as well as a brief corporate capability that supports legal rights and unique technical qualifications and experience to fulfill this requirement by close of business (3:00 pm) on January 14, 2010 to Abigail Marr, Contracting Officer, at contact@example.gov. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and is solely within the discretion of the Government. Contracting Office Address: 935 Pennsylvania Ave, NW, Washington, DC 20535. Place of Performance: Federal Bureau of Investigation, 935 Pennsylvania Ave, NW, Washington, DC 20535. Window Cleaning and Maintenance
Solicitation # 15F06727Q0000010
The Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) Division is seeking quotations for a firm-fixed-price contract to provide commercial window maintenance and cleaning services at its campus in Clarksburg, West Virginia. This acquisition is a 100% Small Business Set-Aside under NAICS code 561720. The anticipated contract structure consists of a base year and four one-year option periods. The scope of work includes scheduled interior and exterior cleaning of various window systems, including curtain wall and bullet-resistant glass, annual inspections, specialized glazing maintenance, high dusting, and hanging-light cleaning. Specifically, the CJIS Main Building requires bi-annual cleaning, while several other campus buildings, such as the Biometrics Tech Center and Police Services Building, require annual cleaning. Additionally, the contractor must provide a 24-hour emergency response for broken windows. Award will be based on the Lowest Price Technically Acceptable (LPTA) methodology, evaluating the sum of recurring cleaning and inspection prices for the base and all four option years. Technical acceptability is based on the offeror's approach to cleaning and emergency response, adherence to OSHA/ANSI fall protection standards, and relevant experience. Key constraints include a nine-foot equipment width limit for perimeter walls and strict security screening for all personnel, including the submission of background forms and fingerprinting 60 days prior to starting work. Quotations are due by November 24, 2026, at 10:00 AM Eastern Time. Invoicing must be processed electronically through the Invoice Processing Platform (IPP).

Food Supply & Commissary LogisticsThe contract requires secure, daily delivery and logistics services to support all food service operations at the FBI headquarters in Washington, D.C., specifically ensuring the timely and safe transport of fresh produce, dairy, proteins, dry goods, and branded consumables. All deliveries must meet strict security and handling standards appropriate for a federal facility, with protocols in place to maintain product integrity, temperature control, and chain-of-custody accountability throughout the supply chain. The vendor must operate with high reliability, consistency, and discretion given the sensitive nature of the location and the critical need to sustain daily operations without disruption. This subcontract falls under NAICS code 424480, which pertains to grocery and related product merchant wholesalers, indicating the focus is on wholesale distribution logistics rather than retail or manufacturing. Performance is centralized at the FBI headquarters with a ZIP code of 20535, and the contract is managed under the Department of Justice through the FBI-JEH office.
