This request for proposals seeks a small business contractor to provide comprehensive video production and marketing services. The scope of work includes the development of a 7-10 minute video, a 30-second public service announcement, and a 15-second public service announcement. Additionally, the contractor must develop a marketing plan and pitch materials to distribute the final products to California network and access TV stations. The project is a total set-aside for small businesses with a size standard of 29.5 million dollars and an estimated price range between 25,000 and 50,000 dollars. The period of performance runs from approximately September 20, 2010, through March 31, 2011. Proposals are evaluated based on technical approach, similar experience, past performance, and price, with the first three technical factors carrying more weight than the cost. All submissions must be delivered in person to the Davis office by the specified deadline, as electronic submissions are not permitted.
