Video Surveillance and Access Control - Standing Offer Agreement

The City of St. John's is seeking a Certified Genetec Dealer to enter into a Standing Offer Agreement for the support, maintenance, and installation of its video surveillance and access control systems. The City has standardized on the Genetec Video Management System (VMS) and currently manages approximately 205 CCTV devices, 200 door access controls, and 1,500 cardholders. The scope of work includes providing hardware such as Axis cameras and Mercury power systems, as well as technical services for installation, configuration, and ongoing maintenance. The contract is designed for an initial three-year term with the option for the City to extend for two additional one-year terms. Eligible bidders must provide proof of Certified Genetec Dealer status and confirmation of a local Newfoundland technician certified in both CCTV and access control. The evaluation process is multi-staged, focusing on mandatory submission requirements, rated criteria, and pricing, with pricing accounting for 30 points of the total score. Pricing for the initial three-year term must remain firm and not subject to escalation. The submission deadline was extended to October 30, 2026.
