Vision 2041

The Westerner Exposition Association is seeking a qualified consultant or consulting team to develop Vision 2041, an evidence-based long-term strategic vision for Westerner Park in Central Alberta. The primary objective is to determine the strategic feasibility of evolving the park into a financially sustainable sport and entertainment destination, with a specific focus on the role of spectator sports. Key deliverables include a comprehensive viability analysis, the identification of governance structures and operating models, and strategic recommendations for asset and land use, including a land use concept, transportation plan, and building design principles. The project will culminate in an implementation roadmap spanning short, medium, and long-term horizons from one to fifteen years. Proposals are due by October 12, 2026, and will be evaluated based on a combination of methodology, relevant expertise, understanding of the assignment, stakeholder engagement approach, financial rigor, and price and value, with price accounting for only 10 percent of the total score. The successful proponent must demonstrate experience in event campuses and public partnerships and will be required to provide proof of insurance and a valid WCB Clearance Certificate. The contract will be managed by CEO Shelly Flint and will remain in effect until all deliverables are completed and accepted. Selection is based on the strongest combination of insight, credibility, and practical judgment rather than price alone.
