The Government intends to award a Firm Fixed Price Type Contract on a sole source basis to First Premier Capital (dba: Smith and Nephew Capital), 5201 Eden Avenue, Minneapolis, MN 55436-2449 for lease of Arthroscopy Towers and associated equipment for a base year plus three 12-month option periods for Naval Medical Center, Portsmouth, VA. Currently this requirement has been contracted under Navy Medical Center Portsmouth, VA Contract N00189-05-P-0196 that expires 30 September 2005. The sole source justification is in accordance with 10 U.S.C. 2304 (c)(1), the one responsible source able to provide the necessary supplies satisfactorily and no other suppliers will satisfy the agency requirements. The sole source feature of the arthroscopy towers system is full integration of various surgical instruments including but not limited to: light source, scopes, drill and saw system, computerized camera, which allow for use of many surgical instruments with limited set-up time. Pricing and delivery will be FOB Destination. A complete Solicitation package N00189-05-T-0409 will be available on or about 5 August 2005 by downloading the documents at the http://www.fedbizopps.gov or http://www.neco.navy.mil. The applicable NAICS Code is 532490. The size standard is $6 million. The FSC is W065. The solicitation and any subsequent amendments will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer.
