The 186th Air Refueling Wing, Meridian, MS intends to issue a sole source award utilizing Simplified Acquisitions Procedures to Pitney Bowes Global Financial Services LLC, Shelton, CT to lease and maintain postage equipment purchased on NGB contract W9127Q-15-F-0001. Pitney Bowes is the only company authorized to lease out these machines and make postage available from the U.S. Postal Service. The 186th ARW already has the equipment in place and will not be purchasing any additional equipment. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to FAR Part 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government.
