The best value trade-off process technique will be used. An award will be made based on the best overall (i.e., best value) proposals that are determined to be the most beneficial to the Government, with appropriate consideration given to the following evaluation factors: Technical, Past Performance, and Price. Factor 1: Technical: Mobile PET/CT Mobile Unit and PET/CT Scanner IAW the SOW, in addition to those required by Federal, State, and Local Government. Certified, licensed, or otherwise officially recognized by the local, state, or regional government or public entity where the Mobile PET/CT Lease services are operated or by which it is governed. Capability and capacity to meet the services required by SOW as demonstrated by the Section A and Section B of the SOW. Factor 2: Past Performance. Recent, Relevant, and Successful Past Performance in the Performance of Mobile PET/CT Lease Services commensurate with the magnitude of the services required per the SOW. Factor 3: Price. A sum of all LINs for the base year plus 4 option years using. As part of price evaluation, the government is evaluating the option to extend services, under FAR Clause 52.217-8, by dividing the price of the last Ordering Period in half to determine the price for the 6-month extension. Provide pro-rated rate for any event the system is unoperated beyond 48 hours IAW the SOW. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
