The project is subject to stringent zoning and operational regulations under the City of Diamond Bar Development Code, which limits billboard height to 75 feet above the freeway elevation with a ten-foot allowance for non-advertising features, prohibits vertical stacking, mandates a V-shaped configuration if dual-faced, and enforces spacing restrictions—including a minimum 800-foot distance from any other billboard and 2,000 feet from any other digital billboard.
