Walnut Valley Unified School District Electronic Billboard Project

The Walnut Valley Unified School District Electronic Billboard Project, identified by solicitation number PL2024-40, involves the installation and operation of a dual-faced digital LED billboard at 880 South Lemon Avenue in Diamond Bar, California, located immediately north of SR-60. The structure will reach a total height of approximately 97 feet, featuring a 90-foot sign with up to 7 feet of decorative architectural elements. Each sign face will measure 14 feet high by 48 feet wide and display static images that rotate every eight seconds. The scope of work includes foundation excavation, monopole and superstructure installation, underground electrical trenching for connection to WVUSD or SCE service, and landscaping modifications, including the removal of two pine trees and the planting of two 24-inch box crape myrtles. The project has undergone extensive environmental and regulatory review by the City of Diamond Bar and other agencies. Key assessments include a lighting study ensuring compliance with OAAA and California state regulations, a geotechnical report for foundation design, and air quality and greenhouse gas emissions modeling. The project also underwent a CEQA review process, resulting in a Mitigated Negative Declaration and a Notice of Determination dated December 17, 2025, certifying that the project will not have a significant environmental effect. Additional compliance measures include tribal consultation under Assembly Bill 52, hazardous materials surveys requested by the DTSC, and the requirement to obtain an Outdoor Advertising Permit from Caltrans. The project is supported by applicants Evergreen Media, LLC and the Walnut Valley Unified School District.
