The Agromin Composting and Soil Amendment Facility has been granted a major modification to its Conditional Use Permit to expand and formalize operations at 6859 Arnold Road in Oxnard, California, on an 11.44-acre site. The facility is authorized to process up to 93,000 tons of organic feedstock annually, primarily wood waste and green materials, into compost and soil amendments through chipping, grinding, screening, and storage activities. All operations must adhere to strict material restrictions: only separated organic materials derived from living organisms are permitted; the facility must not knowingly accept asbestos, infectious waste, hazardous materials, or non-organic contaminants such as plastic and glass, all of which must be removed to the greatest extent feasible prior to processing. Feedstock and compost storage is capped at 12,500 cubic yards, and all final products must be sold, given away, or otherwise beneficially used within 24 months of receiving the raw materials. The parcel must be annexed to the Port Hueneme Water Agency for water service, and all activities must comply with California Environmental Quality Act (CEQA) requirements, Ventura County zoning code, and state environmental regulations under Title 14 and Title 22 of the California Code of Regulations. The operator must maintain comprehensive daily records including tonnage logs, employee training documentation, and regulatory approvals, all of which are subject to inspection during business hours. A designated operator and a County-approved qualified biologist must be retained to oversee operations and implement a predatory bird management plan.
