City of Rialto Pacific Electric Trail

The City of Rialto is overseeing the construction of the Pacific Electric Trail, a project involving the creation of a 1.75-mile Class I multiuse path along a former Union Pacific Railroad right-of-way in San Bernardino County. The trail will feature a 10-foot wide paved concrete surface designed to match existing sections of the trail to the west, providing a safe, ADA-accessible route for pedestrians and cyclists. Funding for the project is provided by the San Bernardino County Transportation Authority, with administration and environmental certification managed by Caltrans. The project has undergone comprehensive environmental review to ensure compliance with the California Environmental Quality Act and the National Environmental Policy Act. A Mitigated Negative Declaration was adopted, indicating that no significant environmental effects are expected. Key technical requirements include the implementation of a Stormwater Pollution Prevention Plan to manage over 105,000 square feet of new impervious surface and coordination with the California Public Utilities Commission regarding rail crossing safety. The project was formally approved on November 25, 2025, with Art Cervantes serving as the primary Engineering Manager and point of contact for the City of Rialto.
