AI Contract Overview
The State of California, through its Department of Resources, Recycling and Recovery and administered by the Department of General Services, is soliciting proposals to lease approximately 3,048 net usable square feet of asbestos hazard-free office space within designated boundaries in the City of San Diego. The office space must comply with all applicable regulations, including the Americans with Disabilities Act (ADA), California Building Code, Title 24 energy efficiency standards, seismic safety requirements, and Disabled Veteran Business Enterprise (DVBE) participation mandates. The solicitation also requires the inclusion of seven non-exclusive parking spaces and preference will be given to properties demonstrating LEED certification or Energy Star compliance to support sustainability initiatives. The location must be conveniently accessible by public transportation and meet state standards upon occupancy. Property owners or authorized agents are invited to respond by December 26, 2025, submitting property addresses, maps, and project numbers to the designated contact, Julian Alcala. The solicitation does not specify pricing details, contract type, period of performance, or standardized federal contract clauses, reflecting its nature as a state-level commercial real estate leasing effort rather than a formal federal procurement. Documentation of compliance with the stated standards, including asbestos clearance and accessibility requirements, is essential. The contracting process emphasizes the suitability and readiness of the space to meet operational and regulatory needs, with the Department of General Services overseeing evaluation and acceptance. The solicitation materials do not provide evaluation criteria, attachments, or invoicing instructions, focusing instead on stringent facility requirements and administrative submission guidelines.
