Watershed Monitoring Implementation and Reporting Services

The Corporation of the City of Peterborough has issued RFP-172-26 for Watershed Monitoring Implementation and Reporting Services to develop and implement a monitoring plan that assesses the health of receiving watercourses and verifies the performance of stormwater management infrastructure. The project is designed to fulfill CLI-ECA monitoring obligations, beginning with Year 1 baseline data collection via grab sampling and moving into program refinement and instrumentation in Year 2. The contract is for an initial term of one year, with the City maintaining the sole discretion to renew for up to four additional one-year periods. Anticipated execution of the agreement is set for December 2026. Proposals are evaluated through a two-envelope process where technical qualifications are scored first. To have their pricing envelope opened, proponents must achieve at least 70 percent of available non-price points and at least 50 percent of the points for the Technical Approach criterion. The final award is based on a total score combining non-price rated criteria and pricing, which accounts for 30 points of the total. Key deliverables include a Protocol Manual, laboratory analytical data from ISO/IEC 17025 accredited labs, and continuous monitoring data. The City also emphasizes social value, requiring a questionnaire regarding inclusive employment, diverse-owned business status, and community integration. The contract is structured around unit rates applied to estimated quantities, with monthly invoicing based on work completed or equal installments for specific monitoring items. Performance is monitored via a Vendor Performance Evaluation system scoring quality, schedule adherence, and health and safety compliance. Failure to meet standards may result in a supplier being suspended from future procurements for up to three years. All submissions must be made electronically by October 21, 2026.
