The U.S. Army Special Operations Command intends to negotiate on a sole-source basis under the authority of FAR Part 13, with Vertex Solutions, LLC, 1701 E Main St, Urbana, IL, 61802-2836, a large business. The Government intends to establish a firm fixed priced non-commercial contract for non-personal services to provide the Government required software modifications to the previously developed Weapons 3D Modeling Software that Vertex Solutions, LLC designed specifically for the use of the SOF-P weapons course. The period of performance will be 30 September 2018-31 December 2018. The Government anticipates award no later than 29 September 2018. Pursuant to the FAR Part 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. The Government's determination not to compete this proposed contract action is based on agency market research and contact with Industry. The software was designed by Vertex Solutions, LLC for the Government's needs and market research indicates that there is currently no other commercial software that supports the array of weapons systems required for this course. Vertex Solutions, LLC is considered the Original Equipment Manufacturer and possesses first-hand knowledge and understands all of the intricacies of the original software. Award to any other source may result in substantial duplication of cost to the Government that is not expected to be recovered through competition. Responses to this notice may be collected for future requirements however, due to immediate mission needs, will not be considered for the purposes of this acquisition. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government's intent to enter into a contract with Vertex Solutions, LLC, 1701 E Main St, Urbana, IL, 61802-2836. Questions or comments to this Notice of Intent should be directed to Contracting Officer, jennifer.payne@socom.mil via e-mail only (phone calls/voice mail messages regarding questions will not receive a response) and Rochene Carroll, Contract Specialist at rochene.carroll@socom.mil.
