Well Water Line Replacement

The Corporation of the Town of Cochrane is seeking design-build proposals for the replacement of deteriorating raw water transmission watermains connecting municipal wells 5, 6, and 7 to the Water Treatment Plant. The scope of work includes the design, engineering, fabrication, supply, and construction of approximately 110 meters of 150mm diameter pipe, 125 meters of 250mm diameter cast iron pipe, and 40 meters of 300mm diameter PVC pipe. The project is scheduled for design in 2026 and construction in 2027, with a substantial completion deadline of October 8, 2027, followed by a two-year warranty period. The selection process is based on the best overall value, evaluating proponents through a three-stage process involving mandatory requirements, rated criteria, and reference verification. Successful bidders must provide a bid bond of 10 percent of the bid amount and a performance bond of 50 percent of the contract price. Insurance requirements include 2 million dollars in automobile liability and 5 million dollars in professional liability. Payment will be made via Electronic Funds Transfer with net 30-day terms. All work must comply with Ontario and Canadian laws, including AODA and MFIPPA regulations, and must undergo rigorous pressure and leakage testing prior to acceptance.
