Winter Sand

The Corporation of the Town of Cochrane is seeking proposals for solicitation 2026-23 to supply, deliver, mix with Town-supplied salt, and stockpile approximately 4,500 tonnes of winter sand. All work must be performed at the Town's Infrastructure Services Yard located at 92 Second Street, Cochrane, Ontario, with the delivery and mixing process scheduled for completion between October 26 and November 6, 2026. The contract is a unit price agreement, and the successful bidder must be able to honor submitted unit prices for quantity variations of up to 25 percent. Proposals must be submitted via the Bids and Tenders portal by October 2, 2026, at 2:00 p.m. local time and remain irrevocable for 90 days. Award selection is based on best value, requiring bidders to first meet all mandatory compliance and submission requirements before being evaluated on price. The material must be clean, durable, and compliant with OPSS.MUNI 1001, 1004, 1010, and 102 standards, with a maximum of 8 percent soft or friable particles. Bidders must provide gradation test results from an accredited laboratory prior to delivery. The successful contractor is responsible for all environmental compliance and must maintain insurance naming the Town of Cochrane as additionally insured. Payment terms are set at 30 days from the later of the date of acceptance and testing or the receipt of a valid invoice. The Town reserves the right to conduct random inspections of the material source, stockpiles, and mixing operations to ensure quality standards are met.
