2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

Architectural and Engineering Design Services — Rec Center Locker Room Renovation
Solicitation # 26-082-RFP
The City of West Sacramento is soliciting proposals for architectural and engineering design services to renovate approximately 3,378 square feet of locker room facilities at the West Sacramento Recreation Center. The project, identified as CIP-60022, aims to replace deteriorated flooring, grout, and ventilation with a modern, functional design across the women's, men's, and family locker suites. The work is structured into three fiscal year phases: Phase 1 focuses on plumbing and floor/wall finishes, Phase 2 addresses ventilation, and Phase 3 covers lockers and benches. Key regulatory requirements include compliance with the 2010 ADA Standards for Accessible Design and the 2022 California codes, with the Division of the State Architect serving as the authority having jurisdiction. Proposals are due by December 4, 2026, and will be evaluated based on proven ability, cost-effectiveness, qualifications, and acceptance of the City's standard contract. The contract incorporates federal award provisions, including certifications regarding debarment, suspension, and the Byrd Anti-Lobbying Amendment for awards exceeding 100,000 dollars.

Electrical Engineering Services, Recreation Center Door Holders
Solicitation # 26-087-RFP
The City of West Sacramento is soliciting proposals for electrical engineering design services to install magnetic door holders at eight locations within the Recreation Center (Building K) at 2801 Jefferson Blvd. The selected consultant will serve as the design professional in general responsible charge (DPGRC), tasked with providing a complete, permit-ready set of construction documents and supporting the project through the construction phase. Key deliverables include field verification, code analysis, 90 percent design drawings, final stamped and signed construction documents in PDF and CAD formats, and the preparation of DSA exemption documentation. The project requires integration with the existing campus fire alarm system and must comply with Title 24 and Division of the State Architect (DSA) regulations, including inspection by a DSA-certified project inspector. Proposals must be submitted via the City's e-Procurement Portal by November 20, 2026, at 2:00 pm. The evaluation process is qualifications-based, utilizing a points-based scoring method to identify the proposer with the best combination of attributes rather than the lowest cost. Awarded contractors must adhere to the City's standard professional services contract, which includes requirements for prevailing wages per Labor Code section 1720, specific insurance coverages, and federal award provisions under 2 C.F.R. Part 200. Proposers are required to provide lump sum fees for five primary tasks: project initiation and field verification, code analysis and DSA coordination, construction documents, exemption documentation, and construction phase services.
