Special Education Managed Services Provider (MSP)
Solicitation # 27-104
The Griffin-Spalding County School System (GSCS) is soliciting proposals for a Managed Service Provider (MSP) to deliver comprehensive special education staffing and employer-of-record services for approximately 10,000 students across 18 schools in Georgia. The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The scope of work covers 16 standardized staffing categories, such as special education teachers, therapists, psychologists, and interpreters. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. Proposers must demonstrate strict adherence to federal and state laws, including FERPA and the Georgia Security and Immigration Compliance Act via E-Verify. Proposals are due by 12:00 p.m. on October 30, 2026, and must include one original hard copy, seven duplicates, and one electronic copy. GSCS retains final approval authority over all assigned personnel and requires detailed service-delivery records to verify that scheduled minutes are delivered to students.

WHALE TAIL® Grants, offered by California State Grants, are designed to connect people throughout California to the coast and its watersheds through hands-on education, stewardship initiatives, and outdoor experiences. The program focuses on engaging communities, particularly those facing barriers to marine education and environmental stewardship opportunities, and encourages participant involvement of all ages. Eligible projects must serve California communities and incorporate educational components about coastal and marine environments, which can range from classroom instruction and field trips to climate change education, habitat restoration, shoreline cleanups, cultural and ancestral practice preservation, workforce development, and community or participatory science. A total of $2 million will be awarded, with individual grants of up to $50,000 and a significant portion—approximately half—specifically set aside for projects led by California Native American tribes or organizations working with tribal communities. At least 25% of non-tribal projects will be funded as smaller grants up to $25,000 to encourage a wider array of initiatives. Preference is given to organizations that are based in and primarily composed of the communities they propose to serve, with an emphasis on geographic diversity across the state. Interested applicants must submit a complete application by December 15, 2025, as part of solicitation number 151083. More details can be found on the California Grants Portal.
