Wildfire Fuel Treatment

The City of Coquitlam is soliciting proposals for professional wildfire fuel treatment services to reduce ignition potential and fire behavior within municipally-held land parcels. The primary objectives are to protect critical water infrastructure, specifically the reservoir, and neighboring private properties, while enhancing safety for Coquitlam Fire/Rescue Services and the BC Wildfire Service. The scope of work encompasses multiple treatment units, including West-1, Ridge-1, and West-2, located in the Westwood neighbourhood, Hoy Creek Ravine and Natural Areas, and Ridge Park. Key technical deliverables include fuel abatement through the removal of deadfall and timber felling, which must comply with WorkSafeBC Faller Certification standards. Specific vegetation management requirements include pruning retained trees to designated crown base heights and strict limitations on the retention of mulched or chipped material. Contractors are responsible for several regulatory and safety obligations, including obtaining all necessary burn permits from Metro Vancouver, Coquitlam, and the BC Wildfire Service, as well as potential Highway Use – Works permits from MOTI if traffic control is required. Environmental compliance is critical, particularly regarding riparian management to protect Falcon Creek and adherence to Metro Vancouver’s Air Quality Management Bylaw. Work must also account for migratory bird nesting seasons and require coordination with BC Hydro regarding transmission line access.
