Building Safer Communities Program: Service Providers

The City of Coquitlam is seeking proposals from qualified not-for-profit organizations to deliver youth-focused program services through the Building Safer Communities Fund. The scope of work involves two primary service streams: one-on-one outreach and mentorship for youth aged 9 to 18 focusing on social-emotional and life skills, and inclusive group-based afterschool programming for youth aged 10 to 14 to promote resilience and positive peer relationships. Services are to be delivered in schools, homes, or community settings, with a strong emphasis on accessibility and the reduction of participation barriers. The City has approximately 190,000 dollars in annual funding available, which may be awarded to one or more proponents based on the best overall value. Evaluation is weighted across corporate experience, technical approach, outcomes reporting, financial reasonableness, and a mandatory commitment to participate in the Child and Family At-Risk Support Table (CFAST) via weekly meeting attendance. Selected providers must adhere to Public Safety Canada reporting requirements, maintain rigorous safeguarding practices for children and youth, and ensure all financial and program records are available for City audit. The contract will be formalized via a City Purchase Order incorporating the RFP terms, the successful proponent's response, and any issued addenda.
