Social-Emotional Learning and Life Skills Services

The Los Angeles County Office of Education is seeking qualified vendors under RFP 1817-26/27 to provide trauma-informed, culturally responsive, and evidence-based social-emotional learning (SEL) and life skills services for at-promise and justice-involved foster youth ages 11 to 21. These services will be delivered to youth in Short-Term Residential Therapeutic Programs (STRTPs) across all five Los Angeles County Supervisorial Districts. The scope of work includes individual SEL and mindset coaching, small group workshops, and cohort-based enrichment activities. The resulting indefinite-quantity agreements will have an initial one-year term ending June 30, 2027, with the possibility of four optional one-year extensions. Proposals are due by October 9, 2026, via PlanetBids and are evaluated on a 100-point scale focusing on tools and curricula, cost, service alignment, references, service area capability, and prior experience. Strict adherence to formatting and page limits is required, as non-compliance results in a 10-point penalty. Vendors must provide firm-and-fixed pricing via a cost proposal sheet and certify compliance with DOJ Live Scan background clearances and mandated reporter training. The contract also mandates rigorous data security standards, including encryption at rest and compliance with CCPA and FERPA, and requires specific insurance coverage for general liability and sexual molestation/abuse.
