Winter Maintenance - Beban Park Recreational Centre

The City of Nanaimo is seeking proposals for as-and-when required winter maintenance services for Winter Season 1 at the Beban Park Recreation Centre, located at 2300 Bowen Road, Nanaimo, British Columbia. The scope of work includes snow clearing and road salt application for parking lots, roadways, pathways, and sidewalks. Contractors must ensure parking lots and roadways are cleared upon the accumulation of one inch of snow between 4:00 a.m. and midnight, seven days a week. Road salt must be applied at least twice every 24 hours at a rate of 60-85 kg/km, using materials that comply with MOTI BC Standard Specifications and environmental guidelines. The successful proponent will be designated as the Prime Contractor and must adhere to WorkSafe BC and provincial motor vehicle safety standards. Proposals are evaluated using a two-stage weighted scoring method, requiring a minimum of 40 points on technical criteria to be considered compliant. Pricing is submitted via a Schedule of Prices, which includes a guaranteed monthly standby fee of up to 1,500 dollars and hourly rates for equipment with operators. A provincial fuel price adjustment of 25.50 dollars per hour is applicable for on-road equipment. Invoicing is conducted via Electronic Funds Transfer with net 30-day payment terms, and invoices must be submitted within two weeks of a snow event. The procurement is subject to the New West Partnership, Canadian Free Trade Agreement, and Canada-European Union Comprehensive Economic and Trade Agreement.
