Winter Maintenance - Three Locations

The City of Nanaimo is soliciting proposals for as-and-when required winter maintenance services for Winter Season 1 at three specific locations: the Nanaimo Aquatic Centre, Nanaimo Ice Centre, and Serauxmen Stadium. The selected contractor will be responsible for providing all labor, materials, and equipment for snow clearing and ice control, ensuring availability seven days a week from 4:00 a.m. to midnight during snow events. The contract requires adherence to WorkSafe BC and provincial motor vehicle safety standards, and the successful proponent must assume the role of Prime Contractor. Mandatory requirements include a standby fee not exceeding 1,500 dollars for three specified periods between December 15, 2026, and March 15, 2027, and the maintenance of commercial general liability insurance of at least 5 million dollars per occurrence. Proposals are submitted via the bids&tenders portal by November 12, 2026, and are evaluated based on a weighted scoring system. To be compliant, proponents must score at least 40 points on technical criteria, with the final award going to the highest overall score. Payment is processed via Electronic Funds Transfer on Net 30 terms, with invoices submitted within two weeks of a snow event. The agreement is subject to the New West Partnership, Canadian Free Trade Agreement, and Canada-European Union Comprehensive Economic and Trade Agreement. Additionally, the contractor must comply with minimum pay rates as classified in the collective agreement between the City of Nanaimo and CUPE Local 401.
