Notice of Intent to Sole Source Award
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A
REQUEST FOR COMPETITIVE QUOTES.

The Billings Area Indian Health Service (IHS), Northern Cheyenne Service Unit (NCSU), intends to award a firm-fixed-price sole source contract under the authority of Federal Acquisition Regulation  (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Range Telephone Cooperative, Inc., 2325 Front Street, Forsyth, Montana 59327.

The applicable North American Industry Classification System (NAICS) code for this requirement is  517311 – Wired Telecommunications Carriers. Its associated Business Size Standard is $1,500.00.

The purpose of this sole source award is to obtain local and long-distance wired telecommunications services for the Northern Cheyenne Service Unit in Lame Deer, Montana. The required services include local and long-distance telephone service, fax services, business internet services for the Northern Cheyenne Service Unit, and internet and telephone services, when required by the Government, for designated Government-owned residential quarters assigned for contractor occupancy. The requirement also includes technical assistance and all labor, supervision, equipment, maintenance, and other resources necessary to provide continuous and reliable telecommunications services.

The anticipated contract will consist of a 12-month base period with two (2) 12-month option periods, if exercised by the Government.

Range Telephone Cooperative, Inc. is the only provider with the existing telecommunications infrastructure necessary to furnish these services to the Northern Cheyenne Service Unit and the designated Government-owned contractor quarters. As the only responsible source capable of providing the required wired telecommunications services in this geographic area, no other source
can satisfy the Government's requirements without substantial duplication of infrastructure, unacceptable delays in service, or additional costs to the Government. Accordingly, Range Telephone Cooperative, Inc., is the only responsible source capable of meeting the Government's telecommunications requirements.

This Notice of Intent does not constitute a solicitation. However, any interested party that believes it can meet the Government's requirement may submit a capability statement. Capability statements must be submitted in writing and must contain clear and convincing evidence demonstrating that competition for this requirement would be advantageous to the Government. Any
costs incurred in the preparation and submission of a response to this notice are the sole responsibility of the respondent and will not be reimbursed by the Government.

Capability statements shall be submitted by email only as a Microsoft Word or Adobe PDF attachment to Clarette.Yellowrobe@ihs.gov no later than 3:00 p.m. Mountain Time (MT) on August 20, 2026. Telephone inquiries or offers will not be accepted. If no responsive capability statements are received by the closing date and time, the Government intends to proceed with an award to Range Telephone Cooperative, Inc..

Analog Telephone Services – Supai Health Station
Solicitation # IHS1528394
The Indian Health Service, Colorado River Service Unit, is seeking qualified Indian Small Business Economic Enterprises (ISBEEs) to provide continuous analog telephone services to the Supai Health Station located in Supai, Arizona, within the Havasupai Reservation. The requirement covers seven existing analog Plain Old Telephone Service (POTS) lines with full local exchange and PSTN connectivity, including inbound and outbound calling, maintenance, customer support, and uninterrupted service continuity using the current telephone numbers. The Government is not seeking new infrastructure construction such as trenching, excavation, or network installation; instead, responses must demonstrate the ability to deliver service through existing commercial telecommunications arrangements, wholesale agreements, or interconnection methods compatible with the unique geographic and tribal land constraints of the Grand Canyon area. Any proposal requiring new infrastructure must detail necessary Tribal coordination, permitting, and access approvals. Responses are solicited exclusively for market research purposes to assess the availability of capable ISBEEs under the Buy Indian Act, and no contract will be awarded as a result of this notice. While responses from other small business categories are welcomed to inform broader market capability, the Government intends to restrict competition to ISBEEs if sufficient qualified sources are identified. Interested firms must submit a detailed capability statement addressing eligibility as an ISBEE, business information, relevant experience in analog telephone services, specific methods for delivering service to Supai, ability to retain the seven existing numbers, plans for seamless service transition, maintenance and repair capabilities, and confirmation of whether new construction or Tribal authorization is required. The submission deadline is August 17, 2026, and responses must be emailed to the designated Contract Specialist with the specified subject line. No costs incurred in preparing responses will be reimbursed, and failure to meet the requirements may result in non-consideration.

The period of performance spans one base year with four one-year option periods, extending through September 30, 2031, with a possible six-month extension under FAR 52.217-8 evaluated at half the final option year’s price. Submission of offers is due by August 10, 2026, and must include a completed RFQ Fill-in Sheet and Product Identifier List with pricing only for designated yellow-highlighted items, a Mission-Essential Services Plan, a Key Personnel List, documented proof of Avaya authorization, quality management certifications, BICSI credentials or equivalent experience in copper and fiber installation, security clearance verification, compliance with tiered response timelines, and three relevant past performance references from the last three years. Technical capability is evaluated as a pass/fail threshold, and only those offers meeting all minimum requirements proceed to past performance assessment. Price is considered but is secondary to technical capability and past performance, with award decisions favoring the lowest-priced technically capable offeror who demonstrates Substantial Confidence in past performance; if such an offeror does not emerge as the lowest price, an integrated best-value evaluation may be conducted. The evaluation process prioritizes technical compliance before price and past performance, and the Government may award without discussions or revisions. The Billings Area Indian Health Service intends to award a sole-source, firm-fixed-price contract to QUIDELORTHO SALES COMPANY, LLC for the supply of Ortho Vision reagents to the Crow Service Unit in Crow Agency, Montana. This action is justified under FAR 6.302-1 because QUIDELORTHO holds exclusive intellectual property rights over the reagents, making them the only responsible source capable of meeting the agency’s requirements, with no other commercially available alternatives satisfying the mission-critical needs for standardization, data center integrity, and network security. The contract has a one-year base period running from September 5, 2026, through September 4, 2027, with four one-year option periods that will each commence on September 5 and conclude on September 4 of the following year. The total estimated value of the contract is approximately $140,000, encompassing both the base and potential option years without separate pricing details provided. No competitive solicitation is being conducted; instead, this is a notice of intent allowing interested parties to submit evidence demonstrating that full and open competition would be advantageous, not cost or time prohibitive, and would not compromise operational standards. All public input must be submitted via email to Contract Specialist Vincent Hansen by August 11, 2026, with a strictly formatted subject line, and phone inquiries are not accepted. The place of performance is exclusively at the Crow Service Unit, and no packaging, inspection, delivery, or invoicing specifications are outlined beyond the reagent supply itself. No contract clauses from the FAR 52-series, line-item pricing, or administrative details such as a contracting officer’s representative, payment office, or accounting codes are included in the documentation. The award rests solely on the government’s determination of sole-source eligibility based on proprietary technology, with no evaluation factors or competitive scoring applied.
