The Department of Defense, through the IT Contracting Division - PL83 at Scott AFB, Illinois, is conducting market research via a Request for Information (RFI) to identify commercially available turnkey Wireless Intrusion Detection Systems (WIDS) capable of continuous, passive monitoring of the 70 MHz to 6 GHz radio frequency spectrum. The system must detect, geolocate, and alert on unauthorized wireless emissions and Portable Electronic Devices (PEDs) across an entire facility without emitting any RF signals, operating in a fully air-gapped, hardwired environment with no wireless connectivity permitted. It must provide real-time situational awareness of the RF environment to prevent data breaches, eavesdropping, and unauthorized network bridging in high-security areas, supporting the DISA Authority to Operate (ATO) process. The solution must monitor all major wireless protocols including Wi-Fi a/b/g/n/ac/ax, Bluetooth, Bluetooth Low Energy, cellular generations up to 5G, and IoT standards such as Zigbee and Z-Wave, while complying with ICD 705 acoustic and RF shielding standards and being approved for use within National Security Systems. Respondents are required to submit a white paper not exceeding five single-spaced pages in 12-point type with one-inch margins, sent via email to the designated points of contact by June 26, 2026, at 2:00pm EST. Submissions must include company identification, CAGE code, small business status, prime contract vehicle affiliations such as ENCORE III, SETI, NIH CIO-SP4, NASA SEWP V, GSA OASIS, ALLIANT II, VETS II, STARS III, and MAS, facility clearance status, CMMC level, and OEM certification. The proposed solution must be Trade Agreements Act-compliant and fully adhere to National Defense Authorization Act Section 889 prohibitions. All information submitted becomes Government property, and no reimbursement will be provided for response costs. The RFI is purely for planning purposes, does not constitute a solicitation, and no award will result from responses.
