The City was incorporated in 1854 as a general law City and is governed under the Mayor/Council/City Manager form of government. It is a full service city, including fire, police, library, community services (encompassing parks and recreation, engineering, streets, solid waste management, fleet, property management, and maintenance), water and wastewater utilities, planning, building, economic development and administrative functions. The City employs approximately 1,000 full-time employees plus approximately 300 part-time employees.Workers’ Compensation Profile The City has a third party claims administrator for the workers’ compensation program and is self-insured for claims up to $1,000,000.
