WTP - Laboratory Water Analysis

The City of Red Deer is seeking a qualified vendor to provide comprehensive laboratory water analysis services for its Water Treatment Plant under solicitation 2026-079. The contract term is set from January 1, 2027, to December 31, 2027, with the City maintaining the sole discretion to extend the agreement for up to four additional years in one-year increments. The selected provider must be an ISO/IEC 17025 accredited laboratory, providing certification from CALA or SCC, and must adhere to the Standard Methods for the Examination of Water and Wastewater and the Guidelines for Canadian Drinking Water Quality. The scope of work includes a detailed testing schedule for various parameters such as metals, organic carbon, and nitrates, with frequencies ranging from random to bi-annual. The vendor is responsible for providing all necessary collection supplies, including bottles and labels, and ensuring a secure chain of custody for sample transportation. Key deliverables include technically defensible results supported by quality control and assurance data, delivered within specified turnaround times during regular business hours. The award process involves a two-stage evaluation: first, a review of mandatory requirements, followed by a scoring of compliant quotations based on rated criteria. The agreement includes a two-year warranty period from the date of service. Payment terms specify that invoices must be submitted to the City's Financial Services Department and will be paid in full within 30 days of receipt. Vendors are required to provide a WCB Clearance letter and a Certificate of Insurance, while complying with Alberta's Occupational Health and Safety and Workers Compensation Acts.
